Drugs are absolutely the problem. Crack makes the lowliest scum feel like
king of the world. I would be willing to bet that some of those guys with
the guns felt that, for at least a few days, they OWNED New Orleans.

You might be right about drugs... as Mayor Nagin said sometime in the 
last couple of days, the hard core looters were trying to find drugs
"to get the edge of their jones".

Maybe they couldn't find any.
