Someone said that the difference between police and the Army (et al) , is
that the Army is trained to use and uses deadly force routinely, whereas the
police are trained to use deadly force as their last resort.

The thugs you point out, in the presence of the Army, will get a different
lesson than they have in the past.

I think everyone in New Orleans has feared that these thugs would
find some way to spread their violence across the city and,
unfortunately, Katrina gave them that chance.
