I think I know the source of my problem. Several sites mention to decrease 
the development time ~30% when using the Jobo. However, I pored through the 
Jobo technical bulletins and they all mention start with the normal 
development time and not use the shortened time. So that's what I did.

Just did some more goggling, and found a Kodak page on using Xtol, 
including timing for Rotary processors and...


the times are ~30% less than the normal development time! So they are 
somewhat over-developed. Oops.
