Yes, with a caveat. Freezing does stop the chemical deterioration for all purposes. However, believe it or not, cosmic rays can still penetrate even lead-foil wrapped film. So after 10-20 years, the base fog on the film will gradually creep up and up and you'll get less and less contrast.
