This seems like too easy an answer....

Because they can charge an extra $100 ( Profit compared to free) for
them.......  Marketing 101.

Maybe I'm the one that is confused.  Either way at $100 or so extra, that
narrows the price gap a bit.  Why can't Zeiss supply the hoods as standard
like Leica does?
