Bingo - I bet the self-timer hasn't run out, and probably has a blob of
dried-up lubricant preventing it from running out.  Others have already
suggested this.

Try running the self timer; if you are luck, it might free up.

Otherwise it needs to  be removed and freed up.  A competent repair
person should be able to deal with it.
