Maybe I'm not getting something here, but the way all voting is arranged,
voters get privacy while they are voting. Otherwise, the poll is a public
place,
and as such is available to news media to get the story of free elections.
I
would be really concerned about the honesty of the commissioners if they did
not welcome news coverage.

He was being asked to give up his constitutional rights to a free press.
Which came firrst? the asking or the balking? Your answer will tell me a
lot.

Most of the time, stories like tax time are given to fresh out of school
reporters. If you are not an anchor, chances are, as a reporter, the pay is
low,
and the turnover high. Cameramen, on the other hand, tend to be in the job
for a long haul, seasoned and capable of getting the facts wthout a
reporter.
Most of them stick with the job until their backs give out. Lots of
Producers
and News Directors were formerly news cameramen. I've never been a reporter
for TV, but was cameraman and later show producer for network affiliates in
Baton Rouge and New Orleans.
