If you must have two bags at your destination, but don't want to check any gear in, simply pack one of them empty, and pack the other (carry-on) obscenely. If the airline has a scale at the gate where they are weighing carry-ons, simply pull out your heaviest camera and heaviest lens and sling it over your shoulder. No one gives a second thought to the camera on your shoulder in terms of carry-on allowance. Another strategy that I have used many times, is to wear a photo vest, and if they are weighing at the gate, dump gear into your vest so you meet the limit ( for international, usually 8kg). To date, no airline has rules about how much your clothes can weigh. The most egregious airlines (Philippine Airlines and Virgin Air, for example) actually make announcements that they are limiting carry-on baggage to 8kg to satisfy Federal regulations. Of course, this is a complete fabrication. They are merely using the global climate of terror to reduce weight, thereby reducing their costs, similar to the way the US government uses terror to increase our fear and curtail our freedoms. Everyone's got their agenda. Political power...money...what's the difference?
