The 40mm Focotar has been around for a long time. Is it possible that your
lens is suffering from initial fungal growth? Check it with a bright
flashlight just in case.
If that's not it, you must either have blurry paper or blurry developer...
;-)

PS... could it be on the neg that way? Could it be your camera lens? Have
you looked at your negs with a high power loupe, at least 10x ?
