At least for B&W chemistry. As you said, if you mixed acid and base together, you get water and some salts...pretty boring. The petrochemical plants between Baton Rouge and New Orleans dump tons of nasty crap in the Mississippi routinely (one of the perks of being next to the river). Most folks who can afford it DON'T drink Mississippi River water, though we get it in our ice tea and cola. Dixie Beer started using Abita Springs water years ago, and Abita Springs makes its own beer as well using spring water. Unless you live in certain location, CA and MA come to mind, dumping down the drain is environmentally acceptable. To be much better to the Mother then get the silver out. The crude method is to pour your chemistry into a bucket of steel wool, let stand and then pour down the drain. A second option is to contact your local mini-lab. If you are talking about quantities in the 10 litre or less per week then most mini-labs will cheerfully take your effluent as the silver is worth quite a bit.
