Adam,
With the exception of silver content, photo chemistry when mixed
together is pretty harmless.  Unless you live in certain location, CA
and MA come to mind, dumping down the drain is environmentally
acceptable.  To be much better to the Mother then get the silver out.
The crude method is to pour your chemistry into a bucket of steel wool,
let stand and then pour down the drain.

A second option is to contact your local mini-lab.  If you are talking
about quantities in the 10 litre or less per week then most mini-labs
will cheerfully take your effluent as the silver is worth quite a bit.
