Are you focusing this thing at infinity? Lifesize? Twice lifesize? Is 
it reversed? ??

The only way the meter and the lens are going to match is if you are in 
the infinity to 0.7m focusing range. Hardly what they were designed for 
and simply impossible with a reflex view and a 25 mm Photar (OK maybe 
with a Focoslide). Otherwise you have to do all sorts of calculations 
based on magnification, bellows extension, or tables that came with the 
equipment (and don't forget to account for the phase of the moon).  TTL 
meters make it all seem so simple which is why TTL meters were 
instantly adopted by micro/macro photographers.
