I wonder if low noise is not only a quality of
the physical processor, but also of in-camera
firmware processing.  Might a camera designer
choose to implement in-camera software noise 
reduction at the expense of resolution and other
factors ?  If that is the case, I would rather
perform off-camera noise reduction myself.

B.D., what noise reduction plug-ins have you played 
with ?
