The goods were not delivered, therefore payment was returned to me. I don;t see what grounds the Issuer would have to not return the funds. No goods = no $$$. Seems pretty simple to me. The fact that Paypal was in the middle was not an issue and I do not see why it would be an issue. Of course, I am seeing this from one side.... In the long run, if there is a problem, Paypal would take the funds from the seller's account. Something easily done since they have CC numbers, bank account numbers, etc. on file. It would rarely come out of their pocket and so they should try to be neutral. No merchandise = no $$$.
