Basically those tools apply some sort of transformation to the output of the scanner. I guess it's just an issue of where you want to "get close" - the image that the scanner software writes to disk, or inside the image manipulation program. I vote for Photoshop because it has a wide range of well designed tools which use proven numerical methods to implement them. Maybe the scanner software is as good - or maybe it's not.
