My reading of it is that he states his intention and sets the most general guidelines, then leaves it up to each of us to decide what's ok and what's not, for ourselves individually. You decide what's on-topic for you, and I decide what's on-topic for me, and that's it. I suppose that Brian's belief is that despite the occasional abuses, things eventually converge and the detours along the way make for a richer and more meaningful experience, and that makes all the difference.
