Steve,

I am sure you know that the bidder has the obligation to ascertain all
details *before* bidding.
The high bidder has the obligation to complete the transaction - period.

Obviously your buyer has no intention to buy your camera. The biggest clue
is that he mentions marks on the item, he must have known this (unless you
disclosed after the fact) and still he bid.

I would do the following:
Apprise to the customer of his obligations.
File for non-paying customer. You will be riembursed for fees paid.
Give the customer negative feed back.
