My two cents:

Definitely let ebay know what's going on.  Probably the sooner, the better.
I don't think he's suddenly going to cough up the cash just because you sent
a reminder that he's obligated to do so.  Perhaps ebay can pressure him to
complete the sale.

At the very least, ebay should allow you to relist the item without paying
any extra fees...all you've really lost is the time involved in the auction.
You might approach the "runner up" of the auction and see if he's interested
in making the purchase at whatever the increment price over the 3rd highest
bid was....which would have happened if your "winner" hadn't been involved
at all.
