The customer would buy from the U.S. dealer who ships it directly to the customer, and if the product were Passport eligible, then the non-U.S. customer enjoys passport protection as well [No, we are not going to debate the merits of passport AGAIN! ;-)]. Thus far, no finder's fees, since no overseas shop has offered to send any customers to the dealer-who-shall-not-be-named-since-it's-not-Friday-yet. They've just found the Dealer-In-Question all by themselves. Usually by searching their local Google. The customer overseas gets a camera from an authorized USA dealer so any passport issues are taken care of.
