Reminds me of a conversation that was allegedly overheard between two
of Britain's finest, at the time when breathalyzers were first
introduced. Since the early breathalyzers were not very accurate, a
blood or urine test was required as evidence to prosecute anyone
accused of driving under the influence. 

"You nabbed any drunk drivers with the breathalyzer yet?"
"Well, we did get one bloke the other day."
"Failed the breath test, did he?"
"No, it was negative, but we got him to agree to a blood test."
"And that turned out positive?"
"No, that was negative too, so we made him take the urine test."
"Was that positive?"
"No, but we got him for indecent exposure!"
