The district lines have remained the same over the decades. For a large number of reasons some of which are, more land, lower taxes, cheaper housing, better schools, many people moved out of the city limits over time causing the racial balance of the district to fall majority African-American. The population of the city proper has fallen. An amusing anecdote is that the Mafia has moved out of the city. The first attempt to balance the races was an attempt to re-draw the district lines which was halted by a judicial ruling. (As a side note this wouldn't work due to the state line dividing the city). The second attempt was by "unlimited" funding to try and lure suburban residents back into the city district with fabulous resources. For many reasons this didn't work. Some of the reasons would include, lower taxes, more land, now closer to work, and dislocation of children from their school. For the standing population in Kansas City, MO the benefits of the experiment are truly state of the art facilities, great teachers, and the knowledge that the resources exist in the district to take you as far as you want to go.
