For best results, follow the instructions carefully.

If it were able to be reliably dissolved in just 2 liters and then be
diluted more later, Kodak might have recommended that approach.  There's a
limit to how much anything can be dissolved in a liquid.  If you heat up the
liquid, you can dissolve more.  But when it cools, stuff will start
precipitating back out at some point.

But...Kodak is also overly cautious.  It might be possible for you to get
very good results that way.  The only way to find out for sure is to try.
How upset will you be if you end up ruining your film?  That's the gauge I
use for how much I'm willing to deviate from the tried and true.  :)
