Theoretically you will get the same results.  I suspect that you will not be
able to dissolve the powder in two liters unless you use very hot water to
make a super saturated solution that may or may not stay saturated(it might
crystallize out).

A better solution is to make the 5 liters in a bucket, store the two liters
that you can and either discard the rest or purchase another few airtight
bottles.  Do you really want to risk your images or spend the time
experimenting on test film to see?
