Not true of my sample of one.  As it happens, my
pre-asph 35/2 is also a serial number 3396xxx.
The focus ring moves easily and smoothly, with just
the right degree of "fingertip" resistance for use with
the focusing lever.  It may be time to treat yours to a CLA.
