He or she may be a PJ, but while in the employ of the President, what 
they are is a PR photographer for the President. Unless...

Suppose the deal is....The Pres. has control of the images until the day 
after he leaves office - at which point the shooter may publish any 
image, where ever he/she sees fit. Then what?
