John,

UPS has evidently changed their ways. The last time that I used them
internationally, I was charged a $50 fee on a $200 package. This was
over a year ago. I recall seing a bit on this service fee on the CBC
("Marketplace" perhaps) which may have brought them back to reality.
There is nothing like bad press to change a company's ways...

Note that my last statement may actually have been Leica related :)
