In Outlook Express, go to Tools - Options - Send first
uncheck "Reply to message using same format in which they
were sent"

This will ensure that you do not inadvertently send an HTML
quote from someone else.

Then format:  check "plain text"

Then "plain text settings":  check mime
autowrap at 60
then apply if highlighted, else ok

That should do it.  I find many outside of the US cannot
receive anything except plain text.
