copper is about he best way to plate under chrome, and can be deposited in
many (cheap) ways to stick to about anything.... including plastic.....

check your "rubber" bumpers.....

To plate the chrome over aluminum there has to be an intermediate layer
of metal - thats probably what you're seeing. If it wore down more you
would get to the aluminum.
