A IIIc and a Canon 50 1.8 can be had for under $400 with a cheap hand-held
meter. You can't get more basic, but it gives the budding HCB a Leica in a
quiet, reliable, just about pocketable form, introducing the kid to the joys
of a rangefinder camera. I should know - it's what I began with.
