This is exactly the reason for the film loading problem. In IIIf and IIIg
manuals (postwar), there is a sketch of how long the leader should be.
I think the original Leica template for cutting is not really necessary.
As an easy-to-remember-rule for cutting (consistent with the sketch
in the manual): 
Cut the leader longer for THIRTEEN MORE HOLES OF THE PERFORATION.
