Maintaining fisheries is hard.  Many actors that don't see the big
picture.  We have had that fight in the Gulf and are slowly getting stocks
back.  Sunken oil rigs and old boat out on the continental shelf, large
tracks of land donated and restored/ being restored and the sharp
limitation on catches.
