[Leica] Formal announcement of LUG Yearbook 2019 rules and instructions

Thank you, Brian. I have already selected a shortlist of 10 Leica M8 images (with Leica lenses) from which my two images are likely to come, unless I make some awesome image with a Leica lens or camera between now and the end of the year.
