Don, I'm a little puzzled by this.

"Some conflict may occur when an actor or rap musician is seen but that is
all wanting to invade privacy for the chance for contact."

What are you referring to? Do people attack each other for the chance to 
be near an actor or rapper? That seems more than a bit over the top.
