There should be a SBA (Small Business Assoc.) office near you, they can
provide advice (free and/or low fee) on how best (and cost-effectively) to
set up your business.  Also, you may want to explore setting up as an LLC
(Limited Liability Corp.) for personal liability and tax reasons.

I think this is the sort of thing which needs an attorney. I am sure many of
us on the list have names they could suggest. Mine for an attorney in your
area is Rebecca Freeman. She is a very smart lawyer, and could certainly
head you in the right direction.
