If they really wanted to scare the kids and the adults, they'd assemble
giant screens on their lawns which would flash accumulated personal data
about the person looking at the sign.

No. It's just happenstance. I live 100 meters from Steve Jobs' widow and
200 meters from Larry Page, founder of Google. They put on big fancy
professionally-done shows, and I get the leftovers and the 6-year-olds who
are too scared to look at the big stuff.
