There's never a shortage of jobsworths, Gerry, as the first example
you quote is clearly a permitted use (para 28.1 of my link refers).
The second, equally clearly, is not, unreasonable as that may be. I
think Dr Ted has identified IOC as the underlying villain of this
piece.
