Since the numbers were on the backing paper in the proper place--and the
white "start" arrows appeared just fine in the camera, my hunch is that
either it's Xray fogging or, as Marty pointed out, an inherent problem
with this film.

Jim,

I wonder, was the backing paper rolled on upside-down? Normal 120 backing
paper is black on one side, and typically light colored with black numbers
or black with white numbers on the 'back' side. If it was rolled with the
numbered side facing the film, then light coming through the emulsion at
time of exposure could have reflected off the numbers and 'exposed' them
on the film.

Other possibility is the film was fogged by X-rays in transit, since that
is done to some packages.
