Yes, all the frames look like that, to one extent or another.  I'll try
another roll before I raise an issue with the vendor.
Shot it at the recommended ISO, using the timing for D76 at 1:1 from The
Massive Development Chart (which has been spot-on for all my other film
development).

All of the frames look like that? Try a different roll? Where did you get
it? May be they will refund you...
