It may well be--I use an Epson scanner, and take the basic scan and adjust
from there.  However, when this one came up on the screen I didn't need to
adjust for exposure or contrast at all; it just looked fine to me.  It's
the product of $200 technology, plus a lot of cheaply acquired film.

It looks like a machine print from a neg which was underexposed three
stops.
