Gimp lacks a lot of features that Photoshop has like adjustment layers. On the other hand it does do a lot and is WAY more advanced than Photoshop Elements. RAW file import is dicey and I find it best to use other software for that part of the workflow. Curves and level adjustments work well as do the retouching tools. Currently it is 8-bit only which is a problem for a lot of folks. It kind of sits between Elements and the big Photoshop in terms of capabilities, but you can't beat the price-free.
