It definitely has. I have seen this in most South American cities, where it
is considered an art form, and the well known street artists are actually
given commissions to decorate office blocks (Sao Paulo), and it looks much
the same as in Melbourne, or Ric's shots of decorated rolling stock.

There is an interesting experiment going on here in Chennai, at a
redeveloped slum of soulless concrete blocks, where a local organization is
using street art to paint the blocks, and create a better environment for
the residents through this medium. I have not been there as yet, but plan
to make a trip when I can, who knows when?
