   In 1970, a third-world bock of unpainted houses ran along a dirt road
well within sight of the Beaumont, Texas skyline. Anyone taking the exit to
downtown had to drive right by it. That such poverty existed was not a
surprise; that it was ignored was no better exemplified than the fact that
the street had no name.
