The idea that wealthy areas fund their own area's schools whose pupils are thus streets ahead of underfunded poor areas' school pupils is completely inequitable, and, of course, a recipe for continuing misery. Children should be given a chance to excel, not a reason to fail. If they blow it - well, on their own heads be it. Will anything change? Unlikely.
