Way back in 1999 I screwed up developing some TMax 400 film.  Evidently, I
had 6 rolls of 36 exposures in the Jobo and managed to mess something up.
I saved the negatives with the idea that someday there would be a digital
fix.  I haven't found it yet.  Neat Image makes the crackles much less
obvious but doesn't get rid of them.

Here is a 100% enlargement of one of the negatives.

If anybody has any suggestions, I'd be willing to try them. I have about
200 negatives with this problem.
