The lotus stand is part of a local storm water treatment project here

They built a catchpond which catches much of the runoff in downtown. It is 
filled with lotus and a few water lilies to help filter the water. Ut is 
also populated by lots of turtles and a few ducks. Then they built a 
boardwalk around the bulkhead beside the river.

A really nice attraction from a water treatment facility
