USB 3.1 power sources can deliver 12V and 20V. Other than plugin power 
supplies (i.e. the MacBook Pro PSU), I am not aware of portable USB battery 
banks that can deliver 12V. It would require different electronics (builtin 
power supply management silicon to do voltage conversion) or some other way 
of wiring compared to standard USB battery banks.

In any case, those are not likely to be very portable nor cheap.
