Are you sure that it is W10 that turns off the disks and not some other s/w or h/w? Could it be perhaps a disk manager (separate from W10) that you run? How are your disks connected to your W10 machine? I have a number of (USB) disks connected to W10 and they don't spin down unless I specifically turn them off. They all access the W10 box via a set of hubs. W10 doesn't attempt to control the hubs or the disks. Actually it can't because the hubs - and most of the disks - are self-powered and don't draw power via the machine. W10 knows that the hubs exist; it can tell me that what devices are connected through the hubs, but it has no control over power-up and down. My solution would be to ensure that the hubs are self powered and that the disks are drawing power from the hubs and not from the W10 box. Happy to take this off-line if you want to.
