I feel sure the object of the photographic ban is to try and raise money as 
you are allowed to photograph if you buy a permit at great expense. the only 
people I have heard of who have actually been stopped are wedding 
photographers without tripods who have been told that the public open space 
(ownership claimed by the London council) may not be used for profit-making 
activities.

In a similar way I have been stopped from photographing without a tripod at 
the public pony sales in the New Forest (public open space) unless I pay for 
an annual permit of ?100.
