Yes.

The Pamlico basin/Sound does not have moon tides, but we do have wind tides. 
We were having some steady westerly winds for a day or so before this. Water 
was piling up on the Outer Banks sound side while our creeks were being 
drained.

That accounts for much of our storm flooding here. A hurricane/noreaster 
comes up the course, the winds off the top of the storm push the water from 
the east out of the sond and up the river. Heavy rains fill the streams and 
river compounding the problem.
