Another consideration is the departure airport, In Spanish airports, you can 
often get away with more carry-on stuff than allowed by the airline's 
policy. In the UK--forget it.

The addition of the "small bag" to the Ryanair policy is a real benefit for 
me. Since I travel with small outfits like the Fuji X or Leica M, my 
addional bag is always small but I don't have to force it into the main 
carry-on bag as before. And I fly Ryanair a lot, both on business and 
privately.
